Although it doesn't look very good, Need for Speed: Carbon is the Wii racing game of choice if you're interested in customizing a car and playing through a typical Need for Speed campaign. But you're going to have to deal with gaudy graphics and a less-than-desirable control scheme.
Electronic Arts has taken an interesting approach to the controls. They basically give you three different options for steering your car. You can either tilt the Wii-mote (as we've seen in other Wii driving games), you can rotate the nunchuk, or you can just resort to the nunchuk's analog stick. The first two methods put a little diagram of a steering wheel on the center of the screen so you have a visual cue for how hard you're turning the wheel.
